Thank you for your letter,54144/45 of 31st March in reference to the proposed expansion of the Hong-Kong Planning Unit, froms 28 to 38 in their present phase.
It is understood that in this phase, the personnel are Civilians and that the new posts are shown as "S.0's" to indicate the grades they would hold when militarized.
Your proposal has been carefully examined in this Directorate and whilst you will understand that the responsibility for establishments rests with the War Establishments Committee & we are therefore, not in a position to give unqualified approval, we can go so far as to say that we consider the increase in staff suggested is reasonable and would be supported by this Directorate if the question of militarization should arise at this stage.
